Tackling Devastating Floods in Assam

There is a maxim, Time is a great healer. Which means time makes a bad situation easier to deal with. But if past experience is anything to go by, then this adage is rarely applicable to all issues of human concern.
For instance, should we feel that any vexing issue such as recurring floods in Assam, not to speak of other equally State-afflicting problem like illegal immigrant issue, is soluble when time is propitious and without doing anything towards its solution? It will never be forthcoming, it will materialize only when we do wake up to the gravity of the situation and put our heads together deeply and try to find a best possible way out of the endemic floods in the State.
