New outfit in the hills of Assam
The United Peoples Liberation Front a recently constituted ultra outfit operating in Karbi Anglong and Dima Hasao; the two autonomous hill districts of Assam dominated by Karbi and Dimasa tribes has surfaced with the demand of creation of a separate state comprising the Karbi and Dimasa areas of India under the provision of Article 244(A) of the Indian Constitution. In a mailed press release the outfit has stated, “Hill people are feeling betrayed by the Government of Assam, there is no alternative against the Autonomous State which will have to be created with Karbi and Dimasa dominated areas of India.

The residents of Ram Terang village from the Kalapahar Doigurung Elephant Corridor have shown their willingness to relocate voluntarily outside the corridor to provide a clear passage for elephants. The Kalapahar-Doigurung Elephant Corridor connects Kalapahar with Doigurung-Nambor Wildlife Sanctuary and Kaziranga National Park. For 30 years the village has been situated in the middle of the corridor resulting in many cases of human-elephant conflict. As the Armed Forces (Special Powers) Act (AFSPA) completed 55 years of its existence on 22nd May 2013, the debate on its purpose still rages on. The Jeevan Reddy Commission was set up following massive protests in Manipur against the Act. The panel was asked to review the Act and advise the government whether amendments were needed to protect human rights or replace it with a new humane one. It submitted its report to the government on 6th June 2005. However, the government is unwilling either to repeal or soften AFSPA. The law was also enforced in Jammu and Kashmir as The Armed Forces (Jammu and Kashmir) Special Powers Act, 1990 in July 1990.

The traditional hunting practiced by the Lisu tribe of Arunachal Pradesh in Namdapha tiger reserve of the State has been considered a potential threat to wildlife by the authorities. However, the attitude towards the community is changing with the tribe now coming forward to protect wildlife in Namdapha. The Lisus are now being engaged in protection squads in the tiger reserve.
