ORPHAN ROADS

In  the  face  of  the  Centre’s  decision    for  initiation  of  “orphan  roads”,  the  State  Government  has   failed   to  implement  ten  major  road  projects    in  state  and  national  highways,  though  these  roads  were  in  a  planning  process  for  a  long  time,  this  is  the  report  of  the  National  Highway  Infrastructure  Development  Corporation  Limited.  612  kilometers  of  roads   are just  lying  without  any  work  done,  a  wastage  of  Rs.  8,820 crore. Now  that  the  “open  road”  scheme  is  in  the  offing  for  developing  roads  between  two  states  of  the  North  Eastern  Region, the  Meghalaya  Government   should  not  lack  behind  in  taking  the  opportunity  to  be  part  of  this 1,000 crore  scheme  for  the  North  East.

The Bharatiya Janata Party’s stupendous performance in Meghalaya and Nagaland, especially its astounding victory in Tripura has been received with mixed reactions in Tamil Nadu. The ruling AIADMK in the State is immensely pleased over the outcome, as the insiders in the party point out that the strong BJP at the Centre would provide them an opportunity to survive, if not accelerate, at least till the next Lok Sabha elections slated for next year.

Rasong village falls under the Mawkynrew Tehsil of East Khasi Hills District of Meghalaya. It is situated in a valley of some 500 metres below the beautiful canyon of Laitlum Village. It is 25 km away from sub-district headquarter Mawkynrew and 32 Km away from district headquarter Shillong. Mawkynrew is the nearest town to the village and Laitlum canyon is the nearest motorable village. The only way to reach the village is a rocky pavement which is about 1 Km long.

Nobody could have ever imagined that a young man in his forties who had just managed to form a Government with 19 MLAs in 1994 would go on to become India’s longest serving Chief Minister. There were reasons behind our doubts. Let me enumerate some of the reasons why he had very little chance to really plant his feet as Sikkim’s strongest political leader.

The growth of blended culture in this region grown particularly in the areas of language, art and religion is due to the continuous process of assimilation of various races, castes and creeds of local people, invaders and migrated people. Dhubri District is bounded both by inter-state and International border West Bengal and Bangladesh in the west, Goalpara and Bogaigoan district of Assam, Garo Hills district of Meghalaya in the east, Kokrajhar district in the North, Bangladesh and state of Meghalaya in the south. The name Dhubri believed to have been derived from Netai Dhubuni , a washer woman mentioned in Padma Puran and Kalika Puran. It is known from the tale of Chand Sadagar, where the main character of the legendary folk tales called Netai used to wash the clothes of God and Goddess of heaven on the bank of the river Brahmaputra.

HJ : Congratulations on becoming the youngest Chief Minister of Meghalaya? What are your priorities and how will you take things ahead?

CS : First it is very important to ensure that we start to improve the overall work culture and governance. Delivering accountability, basic administrative work culture needs to improve. I am not saying it’s bad but I just feel it can improve. First I will ensure that we try to inculcate positive attitude and also try to ensure that whatever steps we can take from our side to get governance, efficiency and have suffered specially students. I am not saying we can change everything in one day or one year because it’s a very complicated issue but our effort will be there and a lot of attention will be paid to education. Other social sectors like health are very critical to us.
