DELHI CHALO 

Senior  leader  of  the  Meghalaya Democratic  Alliance  Government, Prestone Tynsong,  has  called upon  legislators  to  accompany  him  to  New  Delhi  to  meet  central  leaders  to  discuss  urgently  matters  of  state,  like  the  banning  of  coal  mining  by  the  National  Green  Tribunal  in  the  state,  which  have  affected  the  revenue  of  the  state.  The  banning  of  coal  mining  came  into  effect in  the  year  2014 but  is  still  continuing.  The  previous  Government  had  brought  a  resolution for  lifting  to  the  ban  but  to  no  avail.  The  State  Government  had  also  appointed  committees  in  working  out  ways  and  means  to  resume  coal  mining  with  certain  safeguard   to  the  environment.  The  State  Government  has  suffered  a  loss  of  rupees  416 crores,  since  coal  mining was  banned  in  the  state.  Meanwhile  illegal  stone  quarrying,  which  was  banned  in  the  state  have   mushroomed  again  in  West  Garo  Hills.

FREE LANCE MEMBERS

Two  members  of  the  Assembly  said that  they  are  not  taking  sides, either  with  the  ruling  or  the  opposition but  would  maintain  a  watchful  eye. Independent  legislature S K. Sunn  of  Mawphlang  and  Adelbert  Nongrum  of  Mawkhar  constituency,  the  lone  Khun  Hynniewtrep  National  Awakening  Movement  KHNAM.  S.K.  Sunn  has  declared  that  he  is  a  free  member  and  make  use   of  the  freedom  of  speech,  yet  would  always  function  for  the  interests  of  the  people   not   only   of  his  constituency  but  also  for  the  greater  interests  of  the  population  of  the  whole  state.   In  the  election  of  the  Speaker,  Sunn  had  however   voted  for  Donkupar  Roy,  as  he  believe  that  the  Speaker  is   a  capable  person. Adelbert  Nongrum,  also  said  that  he  would  maintain  a  balance  outlook. Although he occupy  the  opposition  bench. Adelbert  was  not  present  in  the  House,  during  the  election    of  the  Speaker. This  is  possibly  the  first  time  in  the  history  of  the  Meghalaya having  free  lance  members.    KHNAM   member  had  been  given  a   special    treatment,  as  he  has  now  been  allotted  a   seat  in  between  the  ruling  and  opposition  benches.

LEAD   PARTY  IN  GOVERNMENT

The  party  having  most  numbers  in   the  legislative  assembly  heads  the  Government,  whether  it  is  a  single  party  government  or  a coalition.  This  is  obvious.  Yet  the   Congress  opposition  leader, former   Chief  Minister  Mukul  Sangma,   does  not  seem  to  be  sure.  Mukul  had  raked  up  a  question,  whether  the  Bharatiya  Janata  Party  (BJP)  or  the  National  Peoples  Party  (NPP), is  heading  the  present  new  government, which  is  having  a  comfortable  majority  in  the  house  of  60,   having  an  alliance  with  other   like  minded  regional  parties.  It  is  therefore  a  simple  answer,  which  needs  no  subtraction,   or  probable  addition.  After  all , the  number  game,  is  the  choice  of  the  majority  voters  in  the  state,   who  have  clearly  voted  the  NPP  as  the  lead  party  in  the  Meghalaya  Democratic  Alliance  Government.  So  there  should  be  no  confusion  on  the  matter.  The  Speaker  had  intervened,   disallowing  discussion  on  the  matter   which  was  irrelevant   in  the  House,  which  at  that  time  was  taking  a  Confidence  motion  on  the  Government,  winning  by  a  voice  vote.

ABOUT   TOPPLING   GAMES

The  Speaker  of  the  Meghalaya   Democratic  Alliance   Government,    Don Kupar  Roy,  did  not  mince words when   he  categorically  stated,   that  the  Chair  of  the  Speaker  is  not  misused  in  toppling  games.  Elected  as  Speaker  for  the  first  time  in  his  30  years  of  political  career   holding  posts  as   Chief    Minister,  Deputy  Chief  Minister, leader  of  opposition,  Roy  hails  from  Shella  bordering    Bangladesh.   The  Chair  is  mostly  occupied  by  a  person who  is  not  wanted  around,  something  like   a spare  part  but  Roy  has  asserted  that   the  Chair  is  the  most  responsible  office  in  any   legislative  assembly,  making  the  debates  meaningful  and  purposeful.  Both  the  ruling  and  the   opposition,  have  to  abide  by  the  decision  of  the  Chair.  The  Speaker  therefore  cannot  be  used  as  a   tool  of  toppling  games.  The  present  Speaker  had  been  a victim  of  such  a  game  used  by  the   Congress  party  in  1991.  The  Speaker  had  also  made  clear   that he  would  make  a  fair  and  free  functioning  in  the  House ,   towards  both  the  ruling  and opposition  members  and  that  he  would  maintain    stability  in  all  respects.

NON IN THE CABINET

Ri Bhoi district did  not  find  a  place in the  cabinet of the government, having a  total seat of five. Three seats  have been won   by  the  ruling  coalition  candidates,   Sosthenes   Sohtun  in  Jirang of the NPP, Jason S. Mawlong  of Umsning  of the  Peoples Democratic Front and  Dasakhiat  Shisha  Lamare , NPP of Mawhati,  being  the youngest  assembly member, son  of Ngaitlang  Dhar,  who  was  defeated   in  Umroi  constituency  by   Congress  George   Bakyntiewlang  Lyngdoh.  The Congress also  bagged the prestigious Nongpoh seat, Mayralborn  Syiem, the constituency which D.D. Lapang, held for so long,  who did  not  contest  this   time. All the  winners of Ri Bhoi  are first timers. In the  Mawhati  constituency,  Dasakhiat could  beat  down  Julias Kitbok  Dorphang , who had  contested the  election   in  jail,  as  he  was  charged  with   with  a  sex  scandal   offence. Elders  of  Ri  Bhoi   belonging  to   a  body   of intellectuals, “Ki  Khraw  Pyrkhat  Ri  Bhoi" have  expressed   dismay  that  non   of  the  ruling  members  of  Ri  Bhoi , were  given  a  cabinet  berth.

A  PSYCHOLOGY   DEFEAT

The election has seen a psychology defeat of the Congress in Meghalaya, as the  National People’s Party  (NPP), the Bharatiya Janata Party  (BJP) and  the  regional parties,  put  together have  come   into  power,  by dismissing Congress  rule. A  change  has therefore  been brought about by  the representatives of the people. It  is hoped  that the  change  for  the  better in  all  aspects  of  day  to  day   administration would  come  about. The change, is expected to  bring about  benefits  to  all  sections  of  the  people in  the  overall development process withoutany  delays  and procrastinations.The Chief Minister had said that it is important to get  everything on track of the different sectors separately. There have been promises  during the elections, by the different candidates and it is expected that these  promises would be fulfilled. Financial resources should ensure maximum  productivity and minimum wastage. Discipline should therefore be order of the day. It  is for the members of the ruling group  specially to seenot  only  the  interests  of their  particular  constituencies, but  of  the wider  interests  of  the  state  in  formulating policies  in  all  subject  matters,  to  enhance  the  economy statewise,  both  in  the  rural  and  urban  areas. It  istherefore  needed  that  the  Meghalaya  Democratic Alliance prove its worth, as a winner in  giving  a  psychological  defeat to the  lackadaisical attitude of the previous Government.
