BEHIND THE SCENE

  A  look-out  is  being  made,  to  track  down    certain  big  guns  who  were  behind  the  scene  of  the   Shillong  violence,  which  badly  disturbed  normal  life  in  capital  city  which  led  to  the  damage  worth  crores  of  rupees  to  property. The  violence  was  masterminded  by  certain  vested interests or  political  motivated  agencies, providing  expensive  liquor  and  cash to the instigators. No stone would be left unturned in identifying the culprits. A magisterial  probe  is  already  on  in  digging  the many aspects  of  the  violence. The  violence  has  also  interrupted  mobile and  internet  services, as  some  of  such  operations  were  withdrawn. With  the  return of  normalcy,  it  is  expected  the  usual  trade  activities  would  resume and that  prices  of  essential commodities  would  be  brought  down  as  usual.

A decade-long debate for a strategy to fight against non-degradable polymer and synthetic organic materials got an impetus, as India becomes host country to celebrate World Environment Day (WED) 2018. The country had a big role in Stockholm environment conference in 1972 where United Nations announced the day of celebration across the world. The then Prime Minister of India Indira Gandhi in her historical speech in the plenary session of conference uttered, “The solution of these problems cannot be isolated phenomena of marginal importance but must be an integral part of the unfolding of the very process of development.” The world today realized the context and unfolded concern of Mrs. Gandhi after 46 years. India is the host country this year and has selected the topic to raise awareness among common mass and  get involve to - Beat Plastic Pollution. In 2005, India first time realized the impending threat of poly bags on agriculture and marine life. In the technical discourses, it was suggested to the states to put a ban on the use of plastic carry bags and do not allow the industry to grow up. The then Prime Minister Manmohan Singh, also held the portfolio of environment had reiterated the concern over growing trend of plastic use in daily life.

 MDA GAIN 

The Democratic Alliance Government is  getting  more  secure  with  the  entry  of the  Ranikor representative of Khasi Hills, Martin M. Danggo, who had resigned from the opposition Congress. The  entire  Congress  unit  of  the  Ranikor  Block  had  resigned en  masse. The Chief  Minister Conrad K. Sangma  had  announced  that  Ranikor  would  be   upgraded  into  a  Civil  Sub-Division  to  usher  in  more  development  process  to  benefit  the  people.  There  has  been  lack  of  roads,  especially  in  connecting  the  trade  and  market  areas  which are  close  to  the  Bangladesh  international  border. Martin Danggo  had  invited  peoples advice  to  be  part  of  his  new endeavour. This would help bring the administration closer to the people. With  the joining of  Martin  Danggo  to  the  ruling  National People’s  Party (NPP),  both  the  Congress  and  the  NPP  would  be  at  par  with  20  seats  each in the Legislative Assembly. The Congress had however denied that Martin Danggo  would leave the party.

The Janata Dal (Secular) led by its President H.D.Kumaraswamy would form the government in alliance with the Congress in Karnataka. Prior to that, much water had flown in after the Bharatiya Janata Party leader B.S. Yeddyurappa tendered his resignation instantly following his inability to face the floor test to prove his party’s majority within a short-span of time, as directed by the Supreme Court. It is pertinent to point out here that the Governor Vajubhai Vala had earlier invited the single largest party led by Yeddyurappa to form the government, with 15 days time to prove his majority. The tide tilted in favour of the Congress-JD(S) combine, when they approached the Supreme Court to seek justice.

The insiders in the BJP regret that their party missed a golden opportunity to gain sympathy from the people. A large number of party loyalists and a section of cadre were unable to defend the haste in which Yeddyurappa and his trusted lieutenants made an attempt to form the government, without realising the ground reality, that the simple arithmetic was eluding them. It was an open secret that the BJP made a frantic attempt to form the government by indulging in horse-trading. Yeddyurappa was confident-personified and opined that there was no stoppage of his forming the government and he will be ruling the destiny of Karnataka for the third time around with redoubled vigour. The BJP virtually took the South of Vindhyas for granted, but the harsh reality had dawned on them, that its attempt to lure some MLAs from Congress and JD(S), as alleged by the JD(S) with Rs 100 crore and ministerial berths went in vain.

JOINING HANDS 

Representatives  of  141  committees  of  the  Laban  South  Shillong  constituencies,  led  by  legislator  representative  of  the  BJP,  Sanbor Shullai have  joined  hands  that  the  state  government  take  initiatives  in  restoring  the  Garrison  ground  for  public  utility  specially  sports  and  games  activities.  The  Garrison  ground  is  now  in  the  exclusive  possession  of  the  army  authorities. The monitoring- cum-  Implementation  Committee   of  the  constituency,  would  send  a  delegation  to  New  Delhi  to  urge  the  Union  Defence  Ministry  to  consider  the  matter,  especially  in  view  that  the  National  Games  2022  is  slated  to  be  held  in  Shillong.  Earlier  the  Garrison  ground  popularly   known  as  “Madan  Kirkit“ was  the  venue  of  important  sports  events  like  cricket  and  football,  specially  of  visiting  football  teams from Calcutta, like East Bengal, Mohan Bagan. The  ground was  also  used  in   important  national  events like the  Independence  and  Republic  days. The  then  Prime  Minister  Indira  Gandhi  and other  dignitaries  had  addressed  public  meetings  at  “Madan  Kirkit  “(Cricket  ground).

The Karnataka assembly results have firmed up the Madhya Pradesh Congress leadership’s resolve to join hands with the Bahujan Samaj Party and the Samajwadi Party before the assembly poll in the state due in November this year. The Congress has learned useful lessons from the fractured mandate in the southern state which could have been a clear majority for the alliance had the Congress and the Janata Dal (Secular) entered into a pre-election pact. That the two parties still managed to cobble together a post-poll alliance to form a rag-tag government is a matter of only poor consolation for the party. Like Janata Dal (S) in Karnataka, the BSP could prove to be a spoiler for the Congress in Madhya Pradesh unless they agree on seat sharing before the elections.

DEMOCRATIC   ROOTS

In  Meghalaya  there are two  lakh  eligible  voters,  who  are  yet  to  be  enrolled.  An  awareness  is  therefore  being  created  for  voters  to  come  out  and   exercise  their  rights  in  a country  having  democratic roots, especially  in  the  foundation of the traditional democratic institutions. There was therefore this launching of the Electoral Literacy Club. These are  intended  for  promoting  electoral  literacy  among  the  citizens  through  these  clubs  countrywide,  specially  for  making  future voters  of  how,  when ,  where, what  and  why  they  should  take  part  in  electing  their  representatives  at  all  levels,  whether  it  is  to  the  state  assembly,  Lok  Sabha and  other  levels.  The  target  of  imparting  this  knowledge  is  targeted  to  youngsters  between 14  to  17  years  of  age  to  enable  to  prepare  themselves  for  their  rights  to  vote  also  of  the  new  voters  in  the  age  group  of  18  to  21  years. Their  votes  very  much  matter  in  having  their  faith  in  the  ballot.  Along  all of  these  past  years, voting  pattern  has  been  blind,  where  voters  back  up  different  parties  and  individuals  like  a  flock  of  sheep  without  fully  understanding  the  impact  of  the  consequences.

The dismal state of today’s higher education especially in engineering courses in India itself is very much alarming. There are almost two million students getting enrolled in various engineering courses in government and private colleges. It is estimated that 1.7 million engineering graduates are produced every year and keeps adding in to the numbers year after year, which is more than the USA and China combined.
